PROBLEM TO BE SOLVED: To provide a method and a system for distributing electronic information by which a computerized right can be distributed circulated safely by preparing original information for preventing the copy of an electronic ticket and the right to use information for specifying a user, and a storage medium with a electronic information distribution program, stored therein. SOLUTION: An issuer device generates the electronic ticket on which right information is described, and transmits this electronic ticket to a user device. The user device stores the electronic ticket in a storage means and transfers information for identifying a token preserving device to the issuer device. By using the electronic ticket and a verification key, the issuer device generate a token which is the originality information of the electronic ticket, and transfers it to the token-preserving device. The user device transmits information for identifying the user device to the issuer device and the issuer device generates the issue certificate of the token and transfers the right to use to the user device. The user device verifies the right to use and verifies holding of the token to the token-preserving device.
