<p>PROBLEM TO BE SOLVED: To make an effective use of encoding memory by preventing overflowing of an encoding memory while maintaining high definition of a still image. SOLUTION: An image is divided into tiles to initialize conditions for each tile for encoding. At this point, for each tile, encoding rate after next tile is encoded is estimated at an encoding rate estimating device 103. Based on this estimated value, scaling factor calculation means 104 outputs an integer value which is mapped to be transformed into an integer value. A value of quantization table 106 is scaled by scaling factor of integer value with quantization step width being adaptively changed. With this, data vale after quantization is changed and, as a result, encoding rate falls within given limits.</p> |
