PROBLEM TO BE SOLVED: To provide an electrostatic charging member which prevents the defective image by the variation in its resistance value and the poor image by the bleeding out of its ion conducting agent and is controlled in its resistance value to a semiconductive region. SOLUTION: The material forming the resistance regulation layer 2 of the electrostatic charging member (electrostatic charging roll 10) formed with the resistance regulation layer 2 on a conductive supporting body 1 is formed of a resin composition containing a high-polymer compound, such as polyolefin having a quaternary ammonium base as the ion conducting agent. The specific volume resistivity of the resistance regulation layer 2 is regulated preferably to 106 to 109Ωcm. Such specific volume resistivity is regulated by incorporating the ion conducting agent at a ratio of 3 to 80 pts.wt. per 100 pts.wt. base material resin constituting the resistance regulation layer.
