PROBLEM TO BE SOLVED: To obtain a wetting nonwoven fabric suitable for cleansing and wiping substances and human body and imparting a functional agent, excellent in impregnating ability, having little sticky feeling and excellent in durability, a touch feeling and a hand-holding feeling. SOLUTION: This wetting nonwoven fabric is obtained by accumulating a fiber web prepared by blending a synthetic short fiber and a hydrophilic short fiber within a desired range so as to fold back in an oblique direction against a machine direction(MD) by using a cross layer, performing a preliminary entanglement by a needle punch treatment, then performing a water flow- entangling treatment, adjusting the ratio of tensile strength in the wet condition in the cross direction(CD) to tensile strength in the wet condition in the machine direction(MD) per unit weight and ratio of elongation in the wet condition in CD to elongation in the wet condition in MD and wetting with a desired liquid according to the purpose.
