SOLUTION: A camera 12 is fixed at a fixing unit 16, a motion video is cut out while the cut out spot being changed temporarily at a digital pan unit 13, a motion object is detected at a motion detection unit 23, an a predicted location is outputted to the digital pan unit 13, an unusual video spot is specified at an unusual motion video code detection unit 24, and an error spot and video of a motion object are displayed or accumulated at a motion video decode displaying and accumulating unit 22.</p> |
