PROBLEM TO BE SOLVED: To protect a wooden groundsill from being affected by dew condensation in a building in which the wooden groundsill is installed on a mat foundation or a continuous footing, or a thermal storage layer is formed under the floor, and an insulating intermediate material is intervened between the thermal storage layer and the wooden groundsill, that is, in which dew condensation is produced on the contact faces of the intermediate material and the wooden groundsill due to the heat conducted from the thermal storage layer, and the wooden groundsill absorbs dew condensation, as a result, the wooden groundsill is subjected to suffer damage from harmful insects and mold. SOLUTION: In a building 6 comprising the wooden groundsill 2 installed on the continuous footing or the mat foundation, the thermal storage layer 4 formed on or under the floor 3, and the intermediate material 5 intervened between the thermal storage layer 4 and the wooden groundsill 2, the a groove space 9 is formed between the wooden groundsill 2 and the intermediate material 5, and the groove space 9 is filled with humidity conditioning agent 10 such as charcoal.
