PROBLEM TO BE SOLVED: To restart a data recording even though the data recording to a recording medium is interrupted by power interruption and hardware reset and to reproduce the data on the medium in a perfect form. SOLUTION: When data having a prescribed unit length are distributed, rearranged and written onto a recording medium based on a prescribed rule, an end point detecting section 15 detects an end point position of the data recorded on the medium, a timing control section 18 determines the starting positions of the distribution and rearrangement on the medium based on the end point position, an encoder 17 conducts distribution and rearrangement of direct-read-after-write data from the starting position and writes the data immediately after the end point position of the medium.
