PROBLEM TO BE SOLVED: To provide a system which can satisfactorily cope with even change of an event opening situation and also to reduce the reserving burden of users even with the change of the event opening situation. SOLUTION: A management center 3 manages a bus operation route (P11→P12→...→P1n) and takes reservations of both going and coming-back services by telephone, etc. When a user 2 whose reservation is accepted at the center 3 gets off a going bus at the event opening site and gets on a coming- back bus, the center 3 manages and stores the event information on the event opening site which are provided from the event sponsor 5. Thus, the center 3 changes the bus operation route according to the event situation when the event opening situation is changed.
