A fuel cell comprising, disposed in the order mentioned, a cathode and a gas diffusion layer formed on one surface of a solid polymer film, and an anode and a gas diffusion layer formed on the other surface of the film, wherein an oxidizing gas is allowed to flow along the gas diffusion layer surface on the cathode side, and a fuel gas along the gas diffusion layer surface on the anode side. The fuel cell further has the gas diffusion layer on the cathode side comprise a first layer in contact with the cathode and a second layer thicker than the first layer to allow a oxidizing gas to flow along the surface thereof, thereby solving the problem of drying up the film that should be kept wet for an improved ion conductivity; in fact, a humidifying method of keeping, in the vicinity of the cathode, water produced by power generating reaction of the fuel cell has been used, but the water excessively evaporates into the oxidizing gas in some operating conditions to dry up the film.
