PROBLEM TO BE SOLVED: To provide a phenolic resin having light color upon heat-curing after impregnation with a reinforcing material and a filler while maintaining the performances of conventional phenolic resin such as handling, characteristics after curing such as mechanical strength, water-proof, thermal resistance, chemical resistance or the like. SOLUTION: This light-colored phenolic resin composition is produced by blending a phenolic compound (P) and an aldehyde compound (F) so that the mol ratio (P/F) becomes 1 to 3, reacting using barium hydroxide as a catalyst, and after completion of the reaction, neutralizing with sulfuric acid for pH to be 6.0 to 8.0, and adding a phosphite ester compound.
