PROBLEM TO BE SOLVED: To suppress the slippage between a rail and a wheel particularly in rain to provide a prescribed acceleration in a rolling stock system traveling on a rail by the wheel. SOLUTION: A scattering device 5 is supported by a truck 2 in an advancing directional position of the wheel 1 so as to be located just above the rail 4 and compressed air is sprayed to the rail 4, whereby water drops or the like adhered to the rail 4 is scattered. Accordingly, the water drops or the like on the rail surface of the part making contact with the wheel is removed to eliminate the slippage between the wheel and the rail by the adhesion of moisture, whereby the control of the driving force of the wheel is dispensed with, and the same prescribed acceleration as in the dry one can be obtained.
