PROBLEM TO BE SOLVED: To mass-produce a product of the same specification which can be sprayed regardless of traffic volumes, outdoor temperatures and other conditions while dispensing with removing operations in early spring and diminishing clogging in sewage drains or influences on rivers. SOLUTION: A biodegradable plastic as a starting material is formed into particles not larger than a specified particle size. In a first manufacturing method, a biodegradable plastic as a starting material is crushed to granules not larger than a specified particle size. In a second manufacturing method, a freezing mixture is incorporated into a biodegradable plastic as a starting material to give granules not larger than a specified particle size.
