PROBLEM TO BE SOLVED: To provide a method for producing heat resistant steel by which excellent strength and toughness can be imparted without performing direct quenching and reheating quenching treatments in sequence over two times. SOLUTION: In this method for producing heat resistant steel, steel having a composition containing, by mass, <=O.08% C, >=0.40% Si, <=1% Mn, <=0.02% P, <=0.005% S, 2.0 to 3.5% Cr, 0.8 to 1.6% Mo, 0.10 to 0.40% V, <=0.08% Al, <=0.005% N, <=0.004% O, 0.005 to 0.03S% Ti, 0.0005 to 0.004% B, <=0.50% Cu and 0.05 to 1.0% Ni and also satisfying 0.25%<=Cu+Ni<=1.0%, and the balance substantially iron is heated to 1,050 deg.C, is hot-rolled, is rolled down so as to control the total draft at a rolling temperature of <=1,000 deg.C to >=30%, is cooled, is heated at 870 to 1,100 deg.C, is cooled and is thereafter tempered.
