PROBLEM TO BE SOLVED: To provide a modified asphalt composition capable of extending its utilizable period, comprising (A) a urethane prepolymer containing terminal isocyanate group, (B) cement or lime alone or mixture thereof, and (C) an asphalt emulsion. SOLUTION: This modified asphalt composition comprises (1) a urethane prepolymer containing terminal isocyanate group, (2) cement or lime alone or mixture thereof, (3) an asphalt emulsion, and (4) at least one plasticizer selected from the group consisting of (i) an acetic acid ester derivative expressed by the formula below where R1 is a group selected from the group consisting of an acetyl group and an alkyl group having 1 to 8 carbons, R2 is a group selected from the group consisting of hydrogen and methyl group, and n is an integer of 1 to 5, and (ii) at least one benzoic acid ester derivative selected from the group of propylene glycol dibenzoate and dipropylene glycol dibenzoate.
