PROBLEM TO BE SOLVED: To provide a valve inserting device capable of surely inserting a valve means into a valve hole at a low cost without a need giving the vibration to a valve body. SOLUTION: The valve means 120 is placed on a loading face 106 having a V-shaped groove, and inserted into the valve hole 101 while guided by a chamfered part 105 when the valve means 120 is inserted into the valve hole 101 formed on the valve body 100 from the approximately horizontal direction. Here, as a central axis O1 of the valve means 120 placed on the loading face is downwardly offset from a central axis O2 of an insertion hole by a predetermined amount d1, the dispersion of the positions of the valve holes in manufacturing can be absorbed, and the valve can be surely inserted.
