PROBLEM TO BE SOLVED: To consistently manufacture a stock material of a pipe and a component for a through hole by using a solid material without generating any scraps. SOLUTION: A cup of a predetermined shape is formed on a tip of the stock material (a) by using the solid and continuous material (a), and by providing a die 11, and providing a punch 12 advancing/retracting to/from the die 11, and a clamp 21 capable of withstanding the forming load behind the die 11. A device 27 for feeding the tip of the cup-formed material (a) into a cutting blade 31 by a predetermined dimension, a cutting mechanism for making a hollow component by cutting the cup-formed portion by the cutting blade 31, and a device 41 for discharging the hollow component from the cutting blade 31 are provided. Hollow members such as a predetermined pipe and a component for the through hole can be formed without generating scraps by returning the cutting blade 31 to the initial position after the cutting and the discharging of the hollow component, and repeating this operation.
