PROBLEM TO BE SOLVED: To automatize the replacing work of a lance pipe for blowing oxygen and powdery material in an arc type electric furnace for steelmaking. SOLUTION: The blowing device for supplying the oxygen and the powdery material into molten metal in the arc type electric furnace for steelmaking, is constituted of a carriage which is formed so as to be freely moved at the front of the furnace, to insert the tip part of the lance pipe for blowing the oxygen and the powdery material from an inserting hole of the lance pipe at the bottom part of the blowing device, a lance pipe supplying mechanism which holds the lance pipe and also, supplies the new lance pipe according to the wear of the lance pipe, a lance pipe connecting mechanism which connects the new lance pipe with the worn and shortened lance pipe, and a rubber connecting mechanism which connects the base end part side of the new lance pipe in press-contact with a hose joint.
