PROBLEM TO BE SOLVED: To suppress cost increase by decreasing the number of working units and preventing the increase in the working unit scale, etc., and to shorten working time by enabling concurrent operation of the working units without causing mutual interference of even adjacent working units. SOLUTION: A C-shaped frame 37 is movable with respect to a work W where an outer panel Wo and an inner panel Wi are assembled into each other in the direction approaching to/separating from the work W. At the state that the C-shape frame 37 is advanced and a perhem punch 65 is advanced by a swing cylinder 71 arranged in the C-shape frame 37, a preliminary hemming is conducted for a flange of the outer panel Wo by ascending a hem die 35 with a lifter hydraulic cylinder 61 arranged at a lower part 41 of the C-shape frame 37. Subsequently, at the state that the hem die 35 is descended and then the prehem punch 65 is retreated, final hemming is conducted between the hem die 35 and a hem punch 63 by ascending the hem die 35.
