PROBLEM TO BE SOLVED: To provide a technique for improving a spring limiting value for cold-rolled steel hoop, steel sheet, bar stock and sheet stock for spring. SOLUTION: In the production of the cold-rolled material for spring, after applying the finish cold-rolling, the cold-rolled material for spring excellent in the spring limiting value, is produced by applying a stretch-leveller work, where unit tension is set to be >=60% of 0.2% proof stress value and <=95% tensile strength.
