PROBLEM TO BE SOLVED: To form a work having a hollow portion without using any jig or the like, to shorten the forming time, and to form the work having a hollow portion of different diameter. SOLUTION: A non-compressible substance or a filler 254 having an extremely small coefficient of compressibility, preferably, wax, fusible alloy or agar is filled in the hollow portion 252 formed in a billet 250, and the billet 250 is housed in a cavity 70. A punch 86 is displaced in the perpendicular down direction under the operation of a driving mechanism, and the billet 250 is pressed downwardly in the perpendicular direction by a punch 86 to allow the billet 250 to flow into the cavity 70.
