The essence of the invention: the technique of production of an open porosity converter working element implies that fibers of preset linear dimensions and cross-section are manufactured prior to formation of a preform of the working element. Formation of the preform is implemented by way of layering of fibers. Fibers are laid in each layer to form through channels between them. The position of fibers in the shaping fixture is fixed. After that fibers are integrated through heating. During heating the process fixative is removed, stresses are removed and the fiber surface is cleaned. Preforms of the converter working elements are heated in the controlled atmosphere up to the desired temperature and soaked at such temperature under discharge until the fibers are baked to constitute the organic whole. Upon completion of baking converter working elements are cooled and removed out of the form.
