PROBLEM TO BE SOLVED: To provide an ink developing device and an image forming device by which ink on an ink carrier is prevented from being dried while maintaining the material of the ink without making a device large-sized, increasing a cost and wearing the ink carrier. SOLUTION: This ink developing device is provided with at least a storage member to store the ink and the ink carrier to carry the ink on a surface by drawing up it at the inside of the storage member, and the ink carried on the ink carrier is immersed in the ink at the inside of the storage member so that the solidification of the ink carried on the ink carrier is prevented or solidified ink is re-dissolved.
