SOLUTION: A drive wheel 2 integrally provided with a drive shaft 4 having a pedal 5 is positioned on the inner peripheral side of an annular driven wheel 1. Coupling links 7, etc., each having their base end parts pivotally mounted on respective pivotal mounting pins 6, etc., situated at intervals of a given distance on the inner peripheral surface of the annular driven wheel 1. Oblong holes 8 are formed in the tip parts of the coupling links 7, etc., and further the peripheral surface of the drive wheel 2 is filled with pins 9, etc., corresponding to the respective pivotal mounting pins 6, etc. The pins 9, etc., are loosely engaged with the oblong holes 8, etc., and the belt 11 is run around a space between the annular driven wheel 1 and a power-transmitted pulley 10.
