PROBLEM TO BE SOLVED: To solve a problem in a conventional metered charge calculation system that it cannot set a charge rate for each user. SOLUTION: This invention provides the metered charged calculation system, the metered charge calculation unit and method, where addresses of users belonging to a group registered in advance are stored in a table, whether or not addresses of senders and destinations of data in a prescribed unit sent via a network belong to the same group is judged for the data of a prescribed unit on the basis of the addresses of each use of the senders and the destinations by each prescribed unit data sent via the network and of the stored table, and when they belong to the same group, a metered charge of the data is calculated in a 1st charging form, and when they do not belong to the same group, the metered charge of the data is calculated in a 2nd charging form.
