PROBLEM TO BE SOLVED: To provide communications equipment capable of markedly improving BER characteristics. SOLUTION: A turbo encoder 1 housed inside the communications equipment is provided with interleavers 32 and 33 for storing the information bit sequence of 289 bits in 17 (horizontal axis M: prime number)×17 (vertical axis N: natural number) input buffers, generating 16 kinds of random sequences by shifting the random sequence of specified 16 bits, which are generated while using a prime number, bit by bit for the unit of row, mapping the information bit sequence of an interleave length (289 bits) to 17 (M)×17 (N) mapping patterns generated from 16 kinds of random sequences and reading the mapped information bit sequence for the unit of column.
