PROBLEM TO BE SOLVED: To provide a fixing device in which the fixing temperature of a heat ray fixing rotating member is stabilized by setting the temperature rise condition of the heat ray fixing rotating member. SOLUTION: A roll-like heat ray fixing rotating member is formed by providing a cylindrical light-transmissive base body having a heat ray radiating means to generate a heat ray at inside and having translucency for the heat ray, a cylindrical light-transmissive elastic layer having the translucency for the heat ray at the outside of a light-transmissive base body and a heat ray absorbing layer to absorb the heat ray at the outside of a light-transmissive elastic layer, and when the temperature difference of temperature rise from room temperature to fixing proper temperature is set as T1 and that of temperature drop from the fixing proper temperature in accordance with heating stop after the temperature rise to the fixing proper temperature is set asΔ1, the temperature rise of the heat ray fixing rotating member is set asΔT1/T1<=0.4.
