PROBLEM TO BE SOLVED: To provide a card issuing machine capable of reliably extracting one card in the state that a plurality of embossed cards are stacked. SOLUTION: This card issuing machine sequentially issues stacked cards 10. The card issuing machine has the first stacking part 20 where the number of stacked cards 10L is regulated to be not higher than a prescribed value and the second stacking part 21 for stacking cards 10H for replenishing the first stacking part 20 for extracted cards 10L when the cards 10L located at the lowest part of the cards 10L stacked in the part 20 are extracted. When the cards 10L located at the lowest part are extracted, the card 10H located at the lowest part of the cards 10H stacked in the part 21 is allowed to drop.
