PROBLEM TO BE SOLVED: To receive or relay voice information while maintaining communication quality high even under a condition that packet losses and code errors are generated in the process through which packets containing voice information are transmitted through a network. SOLUTION: A voice communication system 1 converts PCM voice data included in an IP packet P received from an Internet 3 side by a gateway server 4 into AMR voice coded data, puts the data on a frame and transmits the frame to a moving terminal 7. In the transmission process to the server 4, the IP packets could be lost or a deadly coding error may occur. In this case, the server 4 has a function to put No data, which become objects of a concealment process, on the frame as voice coded data corresponding to the IP packets and transmits the frame to the terminal 7. |
