PROBLEM TO BE SOLVED: To rationally constitute a system capable of easily estimating the water supply stop damage of a pipeline by an earthquake. SOLUTION: A general purpose computer 3 estimates the damaged pipeline based on the pipeline information and earthquake information, determines a water leakage quantity from the water pressure of the damaged pipeline, performs a process for determining the water pressure of the damaged pipeline from the water leakage quantity until the water leakage quantity and the water pressure are converged, and outputs a water supply stop population and a water supply stop factor to a display 1 and a printer 6 by comparing the determined water pressure with the predetermined water pressure value.
