PROBLEM TO BE SOLVED: To make it substantially impossible to reproduce an illegally made information signal from recording medium irrespective of the kind of the recording medium, and to make it possible to effectively and inexpensively prevent a copy from being produced. SOLUTION: The information signal is an enciphered information signal in which the information signal subjected to be controlled for reproduction is enciphered, and the information signal is a signal on which ID information for discriminating that the information signal is the one in an enciphered state is superimposed as a digital watermark information, and the enciphered information signal, an information recording medium on which the signal is recorded, an information signal reproducing device for reproducing the signal, and an information signal recording device for recording the signal are provided.
