PROBLEM TO BE SOLVED: To prevent toner having small particle size from being used for development previously in a developing device where the toner is carried by rotating a toner carrier so as to move from a downside to an upside in a developing area opposed to an image carrier and the amount of the carried toner is regulated at the lower part of the toner carrier. SOLUTION: In the case of forming a toner supply part 24 for supplying the toner (t) to the toner carrier 21 by a partition member 23 in a device main body 20 and regulating the amount of the toner carried by the toner carrier at the lower part of the toner carrier in this developing device, the leading edge of a 1st regulating member 26 going toward a downstream side in the rotating direction of the toner carrier from the toner supply part and the leading edge of a 2nd regulating member 27 on a more downstream side in the rotating direction of the toner carrier than the leading edge of the 1st regulating member are brought into contact with the toner carrier, and >=85% of the toner passing through the 1st regulating member is made to pass through the 2nd member.
