PROBLEM TO BE SOLVED: To solve the problem that it is difficult to easily or quickly input characters in the conventional character inputting device. SOLUTION: This character inputting device 1A is provided with a first operating part 2 for selecting 'A (a cursive form of Japanese syllabary)' line, 'KA' line, 'SA' line,..., a second operating part 3 for selecting 'A' column, 'I' column,..., and a third operating part 4 for deciding the candidates of character data or symbol data selected by the first operating part 2 and the second operating part 3 which are arranged so as to be close to each other. The first operating part 2 and the second operating part 3 are constituted of disc-shaped rotary input devices, and when each operating part is rotated, the candidates of characters are quickly moved to the line direction and the column direction, and the candidates are decided according to the operation of the third operating part 4.
