The titanyl oxalate catalyst composition comprises an effective amount of a non-titanyl metallic oxalate for enhancing the catalytic effectiveness of the titanyl oxalate, such as lithium oxalate, sodium oxalate, potassium oxalate, rubidium oxalate or cesium oxalate. The titanyl oxalate in the composition is selected from metallic titanyl oxalates of the formula: M2TiO(C2O4)2(H2O)n wherein each M is independently selected from potassium, lithium, sodium, cesium and a nonmetallic cation such as ammonium.
