PROBLEM TO BE SOLVED: To enable high quality image display by inhibiting poor display on a plasma display panel during drive. SOLUTION: This back plate 11 comprises, at least, a substrate 12, a plurality of address electrodes 14 formed on the substrate 14, and a dielectric layer 15 formed on the substrate to cover the address electrodes 14. The dielectric constant of the dielectric layer 15 is 5-25 and a saturated charge voltage is 0.01-30V/μm. The occurrence of abnormal discharge resulting from the dielectric layer 15 is eliminated, high quality image display is performed by inhibiting abnormal discharge and seizure in the plasma display panel during drive, and power consumption is restrained.
