PROBLEM TO BE SOLVED: To improve the encoding efficiency while maintaining the picture quality of a significant part when encoding an image. SOLUTION: This device is provided with an area setting part 102 for setting an area to an image in an image memory 101, fixed form block dividing part 103 for dividing the image set with the area into plural fixed form blocks, fixed form block encoding means 106 and 107 to be selected corresponding to the form of a block for further encoding the image while changing compressibility and code data constituting part 116 for sending both an encoded entropy code and information required for decoding to a code memory 117 as code data. The image is encoded while changing the compressibility for each area and further optimizing the method of block division.
