PROBLEM TO BE SOLVED: To provide a gas cutoff device capable of precisely measuring the time of operating a gas appliance even at the time when pressure fluctuation is caused and properly monitoring the time of operating the appliance. SOLUTION: The flow velocity of a medium is detected by a flow velocity detecting means 4, and the value of flow rate is found by a flow rate operation means 10. When the change in flow rate in the cycle of the predetermined value or shorter is detected by a cyclical change detecting means 11, pulsation is determined. Then, a means flow rate is found by a mean operation means 13, and it is registered as the flow rate of an appliance by a flow rate registering means 14. Moreover, the time of operating the appliance is measured, and the appliance operating time set in an operating time setting means 16 corresponding to the flow rate of the appliance is compared with the operating time by an abnormality determining means 17. Then, the operating time is monitored.
