PROBLEM TO BE SOLVED: To provide a repeater, a communication equipment, a controller and a communication control method by which a wireless terminal and a wired terminal can make communication while keeping the security. SOLUTION: A network 201 accommodates TCP/IP terminals 101-103, and interconnects a network 202 by a router 701 for switching IP packets. The network 202 accommodates networks 203, 204 with TCP-GW 401, 402 and base stations 305, 306 by a TCP-GW 403. The network 202 has a security server 601. The networks 203, 204 respectively contain base stations 301, 302 and base stations 303, 304. Mobile terminals 501, 502 exist in the base station 301, a mobile terminal 503 exists in the base station 302, mobile terminals 504, 505 exist in the base station 304, a mobile terminal 506 exists in the base station 305, and mobile terminals 507, 508 exist in the base station 306. The mobile terminals 501-508 are TCP/IP terminals.
