PROBLEM TO BE SOLVED: To provide a device for controlling intake air flow without causing trouble even when an error is generated in a detected value of a throttle opening sensor in operation of a throttle valve with being fully closed. SOLUTION: This device for controlling intake air flow comprises the throttle valve 3 provided in an air intake passage 2 of an internal combustion engine, a motor 5 controlling the intake air flow by operating the throttle valve 3, a motor driving means 12 for driving the motor 5, a throttle sensor 6 for detecting throttle opening, a target opening setting means 9 for calculating target throttle opening and outputting a target position signal to the motor driving means 12, a fully closing position learning means 10 for learning a fully closing position of the throttle valve 3 from a fully closing position signal of the throttle sensor 6, and a fully closing position detection correcting means 11 for detecting the fully closing position by detecting stop of operation of the internal combustion engine and operating the throttle valve 3 to the fully closing position, followed by correction by shifting the target position signal in fully closing outputted by the target opening setting means 9 toward a side opened at a specified amount from an actual fully closing position.
