PROBLEM TO BE SOLVED: To provide a freezing and melting tank capable of efficiently performing dehydration treatment without using a large-scaled expensive centrifugal separator, a sludge treatment apparatus equipped therewith and a freezing and melting method. SOLUTION: The freezing and melting tank equipped with a tank 2 capable of housing matter to be treated, heat exchange piping 2c for freezing or melting the matter to be treated housed in the tank 2 and a tube stand 10 capable of extracting the clarified liquid obtained from the matter to be treated by the action of the piping 2c.
