PROBLEM TO BE SOLVED: To provide a polymeric phosphor or its solution which gives a polymeric LED capable of attaining a higher luminescent efficiency and to provide a polymeric LED prepared by using the same. SOLUTION: The polymeric phosphor [1] exhibits, in its solid state, fluorescence, has a number average mol.wt. (in terms of polystyrene) of 1×103-1×107, contains at least one kind of repeating units represented by formula (1): -Ar1-(CR1=CR2)n- (wherein Ar1 is an arylene or the like; R1 and R2 are each H, an alkyl or the like; and n is 0 or 1), and has a water content (measured by Karl Fischer method) of 1,000 ppm or lower. A polymeric luminescent element [2] is also provided which at least has a luminescent layer formed at between a pair of electrodes, an anode and a cathode, from polymeric phosphor [1]. At least one of the electrodes is transparent or translucent.
