PROBLEM TO BE SOLVED: To obtain an emulsifying agent for an asphalt having good emulsifiability to the asphalt and miscibility with an aggregate and simultaneously having good biodegradability. SOLUTION: This emulsifying agent for the asphalt is composed of a cationic surfactant represented by the general formula (1) and having at least one, preferably two or more groups represented by R5OCOR6 or R7NHCOR8 (wherein, R5 and R7 denote each an alkylene; and R6 and R8 denote each a residue of a fatty acid), and an asphalt emulsion contains the emulsifying agent.
