PROBLEM TO BE SOLVED: To provide an anti-slip sheet capable of obtaining a sharp and clear pattern, capable of keeping anti-slip effect over a long period of time, capable of reducing production cost and time and capable of flexibly corresponding to multikind and small-quantity production, and a method of manufacturing the same. SOLUTION: The anti-slip sheet consists of a plastic film 21, the first pressure-sensitive adhesive resin layer 22 bonded to the surface thereof, a large number of anti-slip mineral particles 23 bonded to the surface thereof, a second pressure-sensitive adhesive resin layer 24 bonded to the surface of the layer comprising the mineral particles and the pattern layer 251 thermally transferred to the surface thereof. Further, the first pressure-sensitive adhesive resin layer 22 is bonded to the surface of the plastic film 21 and a large number of the anti-slip mineral particles 23 are bonded to the surface thereof and the second pressure- sensitive adhesive resin layer is bonded to the surface of the layer comprising the mineral particle 23 and predetermined pressure is applied to the thermal transfer paper 25 bonded to the second pressure-sensitive adhesive resin layer 24 under a predetermined heating condition to soften the first and second pressure-sensitive adhesive resin layers 22, 24 to integrate them with the mineral particles 23 and the pattern of the thermal transfer paper 25 is transferred to the second pressure-sensitive adhesive resin layer 24 as a pattern layer 251.
