PROBLEM TO BE SOLVED: To increase a coagulating ability of a cationic polymer composite used as a coagulation agent. SOLUTION: A cationic polymer composite is obtained by photo-polymerizing a quaternary salt or an acid-added salt of dialkylaminoalkyl(meth)acrylate monomer containing 0 to 90 wt.% of an acrylamide or its monomer or a dialkyl derivative in an aqueous solution in the presence of a diallylamine/maleic acid copolymer or a diallyamine/fumaric acid copolymer having intrinsic viscosity of 0.05 to 0.5 dl/g.
