PROBLEM TO BE SOLVED: To provide an installing jig for an on-vehicle communication device and an installing method for the on-vehicle communication device capable of easily installing the on-vehicle communication device. SOLUTION: The installing jig 13 is used when a mounting stay for mounting an on-vehicle ETC 1 on a dash board 5 near a windshield is mounted on the dash board 5. The installing jig 13 is a plate shaped member made of cardboard and an approximate V shaped polygon member having recession and protrusion along plane direction. The installing jig 13 exhibits strength not to be bent easily even when an end thereof is held. A glass side contacting part 17, an installation side contacting part 19, a distance setting part 21 and an inclination setting part 23 are formed along the plane direction.
