PROBLEM TO BE SOLVED: To solve a problem of impossibility of forming a clear curl at a flat paper tube of a rectangular hollow shape or the like due to a local breakage or a bent of a side as a flat long axial side, a collapse, a deflection or the like in an axial direction of the tube when a curl mold (die for molding) is strongly pressed to curl its end. SOLUTION: The paper tube W is turned and moved by a turning transfer means 3. The curl mold 162 for curling an end of the tube W is pressed to the end of the tube at divided two stages (at different positions). Thus, the clear curl can be surely formed.
