PROBLEM TO BE SOLVED: To inexpensively provide a wheel locking device and a bicycle parking machine using this device capable of positively preventing theft, allowing smooth lock/unlock action. SOLUTION: This device is provided with a pair of right and left lock arms 20 and 20 journaling base end parts 20a, an elastic body 21 mutually energizing the lock arms 20 and 20 in a close direction, a wheel abutting plate 22 reciprocatably provided in a midway of a front wheel entering passage R formed between the lock arms 20 and 20 so as to retreat in an abutted state by a front wheel F2 of a bicycle F, a switch 23 provided so as to turn on in a retreat position of the wheel abutting plate 22, a solenoid 24 provided with a reciprocatable plunger 24a and retreating the plunger 24a by the turning on of the switch 23, and a stopper piece 25 provided so as to protrude and withdraw between base end parts 20a and 20a of the lock arms 20 and 20 by reciprocation of the plunger 24a.
