Raw meal has in its composition Portland cement, water, foam forming component such as "Morpen", plasticizing agent, and Vuprotek-impregnated wastes of pulp-and-paper industry used as filler; proportion of mentioned components being as follows, mass %: Portland cement, 10-30; pulp-and-paper industry wastes, 60-80; plasticizing agent, 0.05; Vuprotek, 1- 3; foam forming component such as "Morpen", 1-3; water, 4-6. Pulpand-paper industry wastes are impregnated with Vuprotek and squashed; foam forming component such as "Morpen" is introduced into water and whipped till suds are formed. Impregnated wastes, Portland cement, and plasticizing agent are put into foamed mortar, and then all these components are mixed up for maximum 5 minutes. In the course of manufacturing heat-insulating structure, meal obtained in the process is mixed up in mold or applied to surface being machined and dried out for 10 hours at temperature of 50 to 60 C.
