PROBLEM TO BE SOLVED: To provide a polyurethane resin-based textile finishing agent causing substantially no polyurethane resin migration when a textile product is finished therewith and capable of giving the textile product sufficient flexibility and shrinkproofness. SOLUTION: This textile finishing agent consists of a water-based liquid containing (A) a polyurethane resin having in the molecule ionic groups and/or ion-forming groups and (B) an electrolyte, being characterized by that the molar conductivity A of the 0.01 mol% aqueous solution of the component B at 25 deg.C is 110-130 S.cm2.mol-1 and the component B is a salt of an acid <=2.0 in acid dissociation index pKa.
