PROBLEM TO BE SOLVED: To provide a solid catalyst component for olefin polymerization which can yield a propylene polymer with an extremely high yield while high stereoregularity is maintained and which has high reactivity to hydrogen, and to provide a catalyst. SOLUTION: The solid catalyst component for olefin polymerization is made from (a) a magnesium compound, (b) titanium tetrachloride, (c) a phthalic diester or its derivative of the following general formula (1) (wherein R1 is a 1-5C alkyl group or a halogen atom; R2 and R3 are each a 4-8C alkyl group having a tertiary carbon and may be the same or different; the substitution number of the substituent R1, n, is 0, 1 or 2 and, when n is 2, the R1s may be the same or different) and (d) a hydroxy group-containing hydrocarbon and a catalyst is provided.
