PROBLEM TO BE SOLVED: To enable easy laying of a band-like plate along an existing tube even when the tube has a bent part or an unevenness, to enable laying of the plate by easily avoiding opening of a mounting tube even when the mounting tube has the opening, to enable a simultaneous grout filling work by shortening a length of the plate to be filled with the grout by one time work to improve operability, to enable a facilitation of a connection of the adjacent plates merely by inserting it into the existing tube and sliding it along the existing a band-like element without using a connecting machine and to enable an improvement of the degree of freedoms of a shape of an engaging part. SOLUTION: A tube constituting member for lining the existing tube comprises a band-like plate 1 laid in a length direction of the existing sewer and bags 6a and 6b to be filled with a filler on a back surface side of the existing sewer side of the plate 1 in such a manner that the engaging part of the plate 1 to be adjacently laid is formed at the plate 1.
